ANR to Reserve Capacity for Expansion Project for Another Year
On Sept. 10, 2019, FERC granted a request from ANR Pipeline Co. (ANR) for waiver of a tariff provision that limits the time period for which it may reserve capacity for a potential natural gas pipeline expansion project to one year prior to the certificate filing.
Specifically, ANR wants to continue to reserve capacity for its proposed Grand Chenier expansion project for another year, until Sept. 14, 2020. (FERC granted ANR’s prior waiver request through Sept. 14, 2019, in ANR Pipeline Co., 164 FERC ¶61,179 (2018).)
The project would serve Venture Global Calcasieu Pass LLC’s (Project Shipper) proposed natural gas liquefaction terminal. According to ANR, it has executed a precedent agreement with the Project Shipper for the entire amount of capacity reserved for the expansion, and the Project Shipper has secured 20-year commitments for approximately 80 percent of the output of its proposed terminal. The waiver will give ANR an additional year to begin preparing its application for authorization to construct and operate the project. ANR anticipates filing the application by the end of the second quarter of 2020.
No adverse comments on ANR’s waiver request were filed.
“It appears that ANR continues to reasonably support the need for extending the capacity reservation, and there are no objections to an extension. The Commission therefore finds good cause to grant ANR’s unopposed request for limited waiver of Part 6.3.3 of the [General Terms and Conditions] of ANR’s FERC Gas Tariff for another year. Accordingly, the waiver extension is granted, and the reservation of capacity shall continue as needed until September 14, 2020.”
